New program gives retail agents in-house authority to bind homeowners and dwelling coverage for primary, secondary, seasonal and rental homes statewide

Texas homeowners and their agents continue to face tight capacity as severe weather exposure and rising rebuilding costs lead admitted carriers to restrict new business in parts of the state. More of that coverage is moving into the excess and surplus lines market, where residential and homeowners premiums grew 20.2% in the first half of 2026 across the 15 stamping office states, according to the Wholesale & Specialty Insurance Association. Texas ranks as the second-largest surplus lines market in the country, with $9.8 billion in premium during that period.
